CALL TO ORDER: The Regular Meeting of the Point Marion Borough Council was called to order by President DuBois at 7:05PM. A moment of silence was followed by the Pledge of Allegiance.
ROLL CALL: President DuBois, Vice President Reynolds, Councilwomen Evans, Griffith, Councilman Kelley and Mayor present, with Councilman Kaczmarczyk arriving at 7:11PM and Councilwoman Shaffer absent.
ENGINEER’S REPORT: A representative from Alpha Associates reported that the annual Waste Load Management and Biosolids Report has been prepared and submitted to DEP for 2014. The Water Line Project needs only final paperwork from the contractor to close the project. He also had some questions as to what was needed for the Storm Water management report for the Park project. After some discussion we will have to wait for the engineer of the project to see what is needed for the report.
PUBLIC COMMENT: Brian Burcher from the Albert Gallatin traveling baseball team, Rampage, addressed the Council as to the possibility of using the Park ball field as the home field. This request will be turned over to the Park Commission to work out the details.
READING THE MINUTES: Council reviewed the minutes of the April 1, 2015 Regular Meeting that were provided prior to this meeting. An error in the date of September 27, 2015 should be September 27, 2014. A motion by Vice President Reynolds and second by Councilman Kelley to accept the minutes as corrected. Motion Carried.
MAYOR’S REPORT: Mayor Ables presented the Police Activity Report for March by the Southwest Regional Police Department and the Code Officer Report. He also stated the need for an Executive Session for personnel reasons. President DuBois stated that it would be held at the end of the meeting.
SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel reported that the raw water pump has been installed and is in operation. The water line project in the alley between North Main Street and North Water Street is about 60% complete hope to finish the installation of the service lines next week. He then reviewed and explained the Treasurer and Budget Reports for March. A motion by Vice President Reynolds and second by Councilwoman Griffith to accept the reports as presented. Motion Carried.
Regular Meeting April 15, 2015
SOLICITOR’ REPORT: Mr. Grimm announced that the contract with the Southwest Regional Police Department is still intact. He met with the committee in regards to the letter from Attorney Frankhouser. There were some minor changes that may need to be made and he will present them later.
COMMITTEE REPORTS AND RECOMMENDATIONS:
BUILD AND GROUNDS: No Report
SOLID WASTE COLLECTION/ RECYCLING: No Report
GRANTS/COMMUNITY DEVELOPMENT: Councilwoman Evans reminded
Council of the sojourn scheduled for Saturday April 25th, they are still
working out the plans.
PARK: Mayor Ables stated that the water lines are still leaking in the
Concession Stand, he hopes to get them fixed in the next few days.
LIBRARY: Councilwoman Evans stated that the next Story Hour will be
Saturday April 18, 2015 at 11:00 AM.
POLICE: No Report
STREETS: Mr. Strimel stated that patching has begun, 6 ton of hot patch was
was installed on Monday and will continue as soon as we can.
UNFINISHED BUSINESS: None
NEW BUSINESS: A motion by Vice President Reynolds and second by Councilman Kelley to go into an Executive Session for personnel reasons at 8:00 PM. Motion Carried.
A motion by Vice President Reynolds and second by Councilwoman Griffith to return to Regular Session at 8:39 PM. President DuBois stated that no action would be taken at this time as a result of the Executive Session.
ANNOUNCEMENTS: River Fest meetings April 16th and April 30th at 7:00PM,
Coffee and Conversation April 22nd at 7:00PM.
ADJOURNMENT: Having no other business to come before Council, a motion by Councilwoman Griffith and second by Councilman Kaczmarczyk to adjourn the meeting at 8:42 PM. Motion Carried.
