CALL TO ORDER: The regular meeting of the Point Marion Borough Council was called to order by President DuBois at 7:04 PM. A moment of silence was followed by the Pledge of Allegiance.

ROLL CALL: President DuBois, Vice President Reynolds, Councilwomen Shaffer, Evans, Councilmen Kaczmarczyk, White, Kelly and Mayor Ables present. All present or accounted for.

ENGINEER’S REPORT: Mr. Strimel reported on the meeting with the Engineers, Contractor and PennDot and gave the status of the project.

PUBLIC COMMENT: Larry Daugherty commented on the work done by the Mayor and Council and the job that the Southwest Regional Police are doing in the Borough.

MINUTES: Council reviewed the minutes of the April 2, 2014 Regular Meeting that were provided to them prior to this meeting. Having no additions or corrections, a motion by Vice President Reynolds and second by Councilman Kaczmarczyk to accept the minutes as presented. Motion Carried.

MAYOR’S REPORT: Mayor Ables reported that he has spent time with the officers showing them around the town and is very pleased with the progress so far.

SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel stated the need to purchase some road signs and poles to replace our stock estimated cost to be less than $ 1,500.00. A motion by Vice President Reynolds and second by Councilman Kaczmarczyk to purchase signs and material not to exceed
$ 1,500.00. Roll call showed all in favor, motion carried by unanimous vote. He then presented the Treasurer and Budget Reports for March 2014. A motion by Councilman Kaczmarczyk and second by Vice President Reynolds to accept the reports as presented. Motion Carried.

SOLICITOR’S REPORT: Mr. Grimm stated that he is still working on the Rental Ordinance and will complete it and advertise it as soon as possible.

BUILDING AND GROUNDS: Vice President Reynolds reported that he is working on bids to repair/replace front porch on building.

GRANTS/COMMUNITY DEVELOPMENT: Councilwoman Evans stated there will be a meeting with Free Flow Power to find out plans for the hydroelectric project planned for the Point Marion Lock and Dam. She will be meeting with representatives from Morgantown to discuss matters concerning the rail trail and the projects. She stated there is still $ 500.00 in the Landscaping Grant at the Park that we need to use by June.
PARK: Councilwoman Evans stated the Park Commission is working on restoring buildings from the damage done by vandals. Clean Up Saturdays will start on April 26th and continue every Saturday in May, you must bring some tools as our supply is limited until we get reimbursed from our insurance. We advertised for Vendors for the Farmers Market hopefully can get it started soon. A softball league will begin to work on restoring the field.
LIBRARY: No Report
POLICE: Mayor Ables stated the need for an Executive Session for personnel later.
STREETS: No Report


NEW BUSINESS: A motion by Vice President Reynolds and second by Councilman White to go into an Executive Session for personnel at 8:21PM. Motion Carried.
A motion by Councilman White and second by Councilman Kaczmarczyk to return to Regular Session at 8:41 PM. Motion Carried.
Vice President stated that the Police Committee interviewed five applicants for a Code Officer position. The Committee recommended Louis Longo to the position. A motion by Councilman White and second by Councilman Kaczmarczyk to offer Louis Longo the position of Code Enforcement Officer at $ 12.00 per hour for up to 24 hours a week. Roll call showed 6 yes and 1 abstain votes motion carried by majority vote.


ADJOURNMENT: Having no other business to come before Council, a motion by Councilwoman Shaffer and second by Councilman White to adjourn the meeting at
8:46 PM. Motion Carried.
