POINT MARION BOROUGH REGULAR MEETING DECEMBER 3, 2014

CALL TO ORDER: The Regular Meeting of the Point Marion Borough Council was called to order by Vice President Reynolds at 7:00 PM. A moment of silence was followed by the Pledge of Allegiance.

ROLL CALL: Vice President Reynolds, Councilwomen Shaffer, Evans, Griffith, Councilman Kelley, with Councilman Kaczmarczyk arriving at 7:19 PM and President DuBois and Mayor Ables absent.

ENGINEER’S REPORT: None

PUBLIC COMMENT: None

READING OF THE MINUTES: Council reviewed the minutes of the November 19, 2014 Regular Meeting that were provided prior to this meeting. Councilman Kelley noted a correction that he will set up a meeting not that there was a meeting. A motion by Councilwoman Evans and second by Councilman Kelley to accept the minutes as corrected. Motion Carried.

MAYOR’S REPORT: None

SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel reported that the Art Projects are completed and there is a balance of
$ 1,406.62 in that project. This project included the Mural and paintings on the VFW and Sadler buildings. The committee expressed desire to repay Larry Resiter for the cost of the frame and concrete used to install the mural in the vacant lot along Main and Penn Street. Those materials were over $ 2,000.00. Since no tax dollars were used to finance any part of the Art Projects, a motion by Councilwoman Evans and second by Councilman Kelley to pay Mr. Resiter $ 1,406.62 for partial payment of the frame and concrete for the Mural. Roll call showed all in favor, motion carried by unanimous vote.

COMMITTEE REPORTS AND RECOMMENDATIONS:
BUILDING AND GROUNDS: No Report
SOLID WASTE COLLECTION AND RECYCLING: Councilwoman Evans
questioned the possibility of Goodwill picking up the recycling from the
Park next year. Mr. Strimel stated he will call them and make the proper
arrangements.
GRANTS/COMMUNITY DEVELOPMENT: Councilwoman Evans reported

that she sent out a sample of the Newsletter to Mailcheck and explained the features and how we can use it to reach more residents. They met with Mr. Prince with Trailtowns and received information on what programs might benefit the town and the rail trail. We need to execute an Assurance Agreement to begin the first step to receive grants. This agreement will be forwarded to Mr. Grimm for his approval. The National Rail to Trails group plans to raise awareness or new or proposed rail trails by having a 3 day sojourn from Morgantown to the Sheepskin Trail in the spring. We will need to make plans to make them welcome when they come to the Borough.
PARK: Councilwoman Evans reported on a meeting with Donna Holdolf to
discuss the easements and check on the status of the bathroom renovations
at the Field House. Need to winterize the water lines ant the concession
stand. Will be working to fianilize the program for the Venture Scout #
655 being sponsored by the Park Commission. The date has been set
for the bike race will be September 26, 2015.
LIBRARY: Councilwoman Evans presented the Library Reports for July
through September.
POLICE: No Report

NEW BUSINESS: None

ANNOUNCEMENTS: No Coffee and Conversation for December. Regular Meeting has been rescheduled to December 22, 2014 at 7:00 PM.

ADJOURNMENT: Having no other business to come before Council, a motion by Councilwoman Shaffer and second by Councilwoman Griffith to adjourn the meeting at
8:10 PM. Motion Carried.
