CALL TO ORDER: The Regular Meeting of the Point Marion Borough Council was called to order by President DuBois at 7:05 PM. A moment of silence was followed by the Pledge of Allegiance.
ROLL CALL: President DuBois, Councilwoman Evans, Councilmen White, Kelley present, with Mayor Ables arriving at 7:16. Vice President Reynolds, Councilwoman Shaffer, Councilman Kaczmarczyk absent. All members present or accounted for, a is quorum present.
ENGINEER’S REPORT: No Report
PUBLIC COMMENT: None
READING OF THE MINUTES: Council reviewed the minutes of the January 15th Regular Meeting that were provided prior to this meeting. Having no additions or corrections, a motion by Councilman White and second by Councilman Kelley to accept the minutes as presented. Motion Carried.
MAYOR’S REPORT: No Report
SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel reviewed and explained the Treasurer Report for December 2013. He took additional time to review the Budget Report and stated that overall including all departments, the Borough ended 2013 with a Budget Surplus. A motion by Councilwoman Evans and second by Councilman Kelley to accept the Treasurer and Budget Reports as presented. Motion Carried.
SOLICITOR’S REPORT: Mr.Grimm stated the need to have an Executive Session for personnel at the end of this meeting.
COMMITTEE REPORTS AND RECOMMENDATIONS:
BUILDING AND GROUNDS: No Report
SOLID WASTE COLLECTION/RECYCLING: No Report
GRANTS/COMMUNITY DEVELOPMENT: Councilwoman Evans presented a draft of a letter of support for the Mon-River Initiative and will be working on grants for small projects concerning the Park, Rail and River Trails and downtown area. Will be meeting with Donna Holdolf and Triad Corporation to make plans for financing and construction for the Rail Trail this spring. She and

Councilman Kelley are organizing meetings with residents to get suggestions and ideas to improve the Borough, with the first meeting being Wednesday February26, 2014 at 7:00 PM.
PARK: Councilwoman Evans stated the Hoagie Sale last week was a huge success with the proceeds going to help finance the Regatta. The next Regatta meeting will be February 10th and the next Park meeting February 12th at 7:00 PM.
LIBRARY: No Report
POLICE: No Report
STREETS: Mr. Strimel stated that we have received another shipment of road salt that was delayed due to weather conditions, and we should be in good shape for the rest of the season.

ANNOUNCEMENT: Councilwoman Evans thanked Council for sending her to the conference for new council members, she stated that she was able to gain more information on the role of council and how to find out more information.
A motion by Councilman White and second by Councilman Kelley to go into an Executive Session for personnel at 8:19 PM. Motion Carried.
A motion by Councilman Kelley and second by Councilman White to return to Regular Session at 9:03 PM. Motion Carried
President DuBois stated that no action would be taken due to the Executive Session at this time.
ADJOURNMENT: Having no other business to come before Council, a motion by Councilman Kelley and second by Councilwoman Evans to adjourn at 9:05 PM. Motion Carried.
