POINT MARION BOROUGH
CALL TO ORDER: The Regular Meeting of the Point Marion Borough Council was called to order by President DuBois at 7:02 PM. A moment of silence was followed by the Pledge of Allegiance.
ROLL CALL: President DuBois, Vice President Reynolds, Councilwomen Shaffer, Evans, Councilmen Kaczmarczyk, White, Kelley and Mayor Ables present. All present or accounted for a quorum present.
ENGINEER’S REPORT: No Report
MINUTES: Council reviewed the minutes of the Organizational Meeting and finding two typing errors, a motion by Councilman Kaczmarczyk and second by Councilman White to accept the minutes as corrected. Motion Carried.
MAYOR’S REPORT: No Report
SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel reported he had received a letter from the Pennsylvania Environmental Commission requesting payment of unused funds from the Art Project on the VFW building amounting to $ 591.40. A motion by Councilman White and second by Vice President Reynolds to approve the request. Roll Call showed all in favor, motion carried by unanimous vote. Also have received an Audit Letter from McClure and Wolfe for the audit that was conducted for 2012. A motion by Councilman White and second by Councilman Kaczmarczyk to authorize the President and Vice President to execute the letter. Motion Carried.
SOLICITOR’S REPORT: Mr. Grimm has received a letter from Attorney Culp concerning an unopened alley located on McKinley Hill, he stated that since the alley was never opened then we can not close or abandon the alley. He will work with Mr. Culp to resolve the situation. He also stated the need to have an Executive Session for personnel later on in the meeting.
COMMITTEE REPORTS AND RECOMMENDATIONS:
BUILDING AND GROUNDS: No Report
SOLID WASTE COLLECTION/RECYCLING: Mr. Strimel stated that since he had talked to Goodwill Industries the last pick-up improved.
GRANTS/COMMUNITY DEVELOPMENT: Councilwoman Evans reported on a letter that is due on Monday to the Federal Energy Commission concerning a permit for a proposed Hydroelectric project at the Point Marion Lock and Dam.
Regular Meeting January 15,2014
While this seems like a good project, there could be some possible negative impacts to the Rail Trail and Park areas. She has received notification of a new round of grants from DCNR, and will work to see what we can make an application for. She will be attending the Regional Rail Trail Retreat on January 25th and the Rivertown Meeting on January 24th. A motion by Councilman Kaczmarczyk and second by Councilman White to authorize Councilwoman Evans to submit a response to the Federal Energy Commission concerning the Hydro Project. Motion Carried.
PARK: Councilwoman Evans reported on the Regatta Meeting held last Monday, they worked out final details of the Hoagie Sale for the Regatta. Also discussed events with the next meeting January 27th. They are also working on the Farmers Market with a target date for beginning on the second week of May.
LIBRARY: Councilwoman Evans presented the Library Report for November.
POLICE: No Report
STREETS: No Report
President DuBois updated the Committee List by adding Councilman White and Kelley to the Grants/Community Committee and the Park Commission.
UNFINISHED BUSINESS: President DuBois appointed Councilman White as the representative and Vice President Reynolds as the alternate to the Southwest Regional Tax Bureau.
NEW BUSINESS: A motion by Vice President Reynolds and second by Councilman Kaczmarczyk to go into an Executive Session for personnel reasons at 8:11 PM. Motion Carried.
A motion by Councilman Kelley and second by Councilwoman Evans to return to Regular Session at 9:02 PM.
A motion by Vice President Reynolds and second by Councilman Kaczmarczyk to continue the suspension of the Code Officer indefinitely. Motion Carried. Patrick Kelley questioned the possibility of making the government more accessible to the residents and developing a short and long term plan.
ANNOUNCEMENTS: Regatta Committee Hoagie Sale February 2, 2014.
ANJOURNMENT: Having no other business to come before Council, a motion by Councilwoman Shaffer and second by Councilman White to adjourn at 9:05 PM. Motion Carried.
