POINT MARION BOROUGH REGULAR MEETING JANUARY 21, 2015

CALL TO ORDER: The Regular Meeting of the Point Marion Borough Council was called to order by President DuBois at 7:03 PM. A moment of silence was followed by the Pledge of Allegiance.

ROLL CALL: President DuBois, Vice President Reynolds Councilwomen Shaffer, Evans, Griffith, Councilmen Kaczmarczyk, Kelley and Mayor Ables present. All members present a quorum is present.

ENGINEER’S REPORT: Mr. Colebank of Alpha Associates reported that RUS has accepted Payment Request # 28 that comprised of payment for change orders to finalize payments for the water line project with the exception of the retainage. This will be held until we complete the project. There is a possibility that we may be able to finish the section on North Main Street that we had to remove from the job due to cost. He has a meeting with John T. Subrick Inc. on Friday to discuss those possibilities. He has started working on the Waste Load Management Report for the Sewer Plant.

PUBLIC COMMENT: No Report

READING OF THE MINUTES: Council reviewed the minutes of the December 22, 2014 and January 7, 2015 Regular Meetings and having no additions or corrections, a motion by Vice President Reynolds and second by Councilwoman Evans to accept the minutes as presented. Motion Carried.

MAYOR’S REPORT: Mayor Ables reviewed the Police Activity Report from Southwest Regional Police Department for the month of December. He stated that he is very satisfied with the results of the police activity since they have been here.

SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel reviewed and explained the Treasurer and Budget Reports for December 2014. He took extra time to review the Budget Report commenting on the ending balances in the separate accounts. A motion by Vice President Reynolds and second by Councilman Kaczmarczyk to accept the reports as presented. Motion Carried. He then reported on a raw water pump at the water plant. The pump began to blow breakers last Friday. A representative from West Electric was called to run test on the motor, the results were a short in the submersible motor in the raw water wet well. We had to have a Crain truck come in to remove the pump/motor assembly and after further testing determined that the motor could not be repaired. The assembly was 30 plus years old and was obsolete. We have preliminary estimates to replace the motor of $ 25,000.00 and pump at $ 15,000.00. We will have additional estimates but time is an issue due to the fact that we are left with only one raw water pump now. A motion by Vice President

Reynolds and second by Councilwoman Griffith to authorize the Borough Manager to purchase a motor up to $ 20,000.00. Roll call showed all in favor, motion carried by unanimous vote. A motion by Vice President Reynolds and second by Councilwoman Griffith to authorize the Borough Manager to purchase a pump up to $ 15,000.00 . Roll call showed all in favor, motion carried by unanimous vote.

SOLICITOR’S REPORT: Mr. Grimm reported on status of the Rental Ordinance in regards to some issues that have arisen. He has received a letter with some information about court rulings from rental ordinances throughout the state. He stated that they do not apply to our ordinance.

COMMITTEE REPORTS AND RECOMMENDATIONS:
BUILDING AND GROUNDS: No Report
SOLID WASTE COLLECTION/RECYCLING: No Report
GRANTS/COMMUNITY DEVELOPMENT: Councilwoman Evans gave a status report on the parking lot project for the Park. She also reported on a
Rail to Trails event to raise awareness of new trail projects that will be
held April 25, 2015. They will be working on an agenda for the program
for our part of the event.
PARK: The Park Commission will be seeking donations from local residents and
organizations to repair and renovate the backstop at the softball field. The
Riverfest Committee has met to begin developing plans for the event this
year. They are asking if the Borough could provide the postage for the
vendor and advertisers letters. A motion by Councilwoman Evans and
second by Councilman Kacarmazyk to supply postage for the Riverfest
2015. Roll call showed all in favor, motion carried. By unanimous vote.
LIBRARY: No Report
POLICE: No Report
STREET: Vice President stated residents have raised an issue pertaining to the
Stop Sign on Church Alley. There is no need to have one there as there is
no parking across the street any more. A motion by Vice President
Reynolds and second by Councilwoman Evans to remove the Stop Sign on
Church Alley across from a local business. Motion Carried.

NEW BUSINESS: Mr. Grimm expressed the need to have an Executive Session for a legal matter. A motion by Vice President Reynolds and second by Councilman Kaczmarczyk to go into an Executive Session for legal matter at 8:22 PM. Motion Carried.
A motion by Vice President Reynolds and second by Councilman Kelley to return to regular session at 8:47 PM. Motion Carried.
President DuBois stated that no action would be taken as a result of the Executive Session at this time.

ANNOUNCEMANTS: Coffee and Conversation Wednesday January 28, 2015, Riverfest Meeting Monday February 2, 2015 at 7:30PM at the Borough Building.

ADJOURNMENT: Having no other business to come before Council, a motion by Councilwoman Shaffer and second by Councilman Kaczmarczyk to adjourn the meeting at 8:50 PM. Motion Carried.
