CALL TO ORDER: The Regular Meeting of the Point Marion Borough Council was called to order by President DuBois at 7:03 pm. A moment of silence was followed by the Pledge of Allegiance.
ROLL CALL: President DuBois, Vice President Reynolds, Councilwomen Shaffer, Evans, Councilmen Kaczmarczyk, White, Kelley present with Mayor Ables arriving at 7:25 pm. A quorum is present.
ENGINEER’S REPORT: No Report
PUBLIC COMMENT: None
MINUTES: Council reviewed the minutes of the March 5, 2014 Regular Meeting that were provided prior to this meeting. Having no additions or corrections, a motion by Vice President Reynolds and second by Councilman White to accept the minutes as presented. Motion Carried.
MAYOR’S REPORT: Mayor Ables stated that we need to come up with a security plan at the Park in light of the damage that was done this past week. Also need to come up with a police presence as soon as possible.
SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel presented a letter from West Penn Power transferring the lease with the Borough for their testing site located at our water intake to the new owners of the dam at Lake Lynn. He also presented and commented on the audit report letter to Councilmembers for the Single Audit for 2012. He stated that he has been contacted again about the disposition of the Camp Run Park Bridge, it now seems that we may dispose of the bridge as is without any liability held by the Borough. He is researching further and have everything in writing before we proceed. He then reviewed and explained the Treasurer Report and Budget Report for February. A motion by Vice President Reynolds and second by Councilman Kaczmarczyk to accept the Treasurer and Budget Reports as presented. Motion Carried.
SOLICITOR’S REPORT: Mr. Grimm stated the need for an Executive Session for work on the agreement with the Southwest Regional Police Board.
COMMITTEE REPORTS AND RECOMMENDATIONS:
BUILDING AND GROUNDS: Vice President Reynolds stated that we need to look into the condition of the front porch of the building, the committee will investigate and come back with an estimate.

SOLID WASTE COLLECTION/RECYCLING: No Report
GRANTS/COMMUNITY DEVELOPMENT: Councilwoman Evans stated that we have received copies of the application that was made by Free Flow Power for the hydroelectric project at the Lock and Dam. She stated that there is nothing new relating to the rail trail at this time.
PARK: No Report
LIBRARY: No Report
POLICE: No Report
STREETS: No Report
UNFINISHED BUSINESS: None
NEW BUSINESS: A motion by Councilman White and second by Councilwoman Evans to go into an Executive Session for legal reasons at 8:03 pm. Motion Carried.
A motion by Vice President Reynolds and second by Councilman White to return to Regular Session at 8:55 pm.
A motion by Vice President Reynolds and second by Councilman Kaczmarczyk to accept the agreement with the Southwest Regional Police Board to provide police protection to the Borough for $ 50.00 per hour for 32 hours plus 8 hours per week, plus the use of the Borough’s car and to provide fuel and office space beginning April 1, 2014 to March 31, 2015 and if the Southwest Regional Police Board accepts the agreement authorize the President and Secretary to execute the agreement. Roll call showed all in favor, motion carried by unanimous vote.

ADJOURNMENT: Having no other business to come before Council, a motion by Councilwoman Shaffer and second by Councilman Kaczmarczyk to adjourn at 8:59 pm.
