CALL TO ORDER: The Regular Meeting of the Point Marion Borough Council was called to order by President DuBois at 7:00 PM. A moment of silence was followed by the Pledge of Allegiance.
ROLL CALL: President DuBois, Vice President Reynolds, Councilwomen Shaffer, Evans, Griffith, Councilman Kelley and Mayor Ables present, with Councilman Kazmarczyk absent. A quorum is present
ENGINEER’S REPORT: None
PUBLIC COMMENT: Attorney Gary Frankhouser addressed council on behalf of a group of landlords concerning issues over the recent rental ordinance. He verbally presented a list of issues and concerns that the landlords have and suggested that Council rescind or at least place a moratorium on pursuing the ordinance until these issues could be addressed. President DuBois stated he would appoint a three member committee to work with him to address these issues and present them to Council for action. Mr. Grimm requested a list of the issues be forwarded to him in writhing so that he may review them before presenting them to the committee. No other action was taken of this matter at this time.
READING OF THE MINIUTES: Council reviewed the minutes of the October 15, 2015 Regular Meeting that were provided prior to this meeting. Having no additions or corrections a motion by Vice President Reynolds and second by Councilwoman Griffith to accept the minutes as presented. Motion Carried.
MAYOR’S REPORT: Mayor Ables presented the Southwest Police Department Activity Report for October. He also reviewed and explained the Code Officer’s Activity Report for September and October.
SECRETARY/TREASURER/BOROUGH MANAGER’S REPORT: Mr. Strimel reported on the status of the water meter replacement program that was started a few years ago. We have installed all of the meters that were purchased under a grant and still have a number of homes that still have the old meters. He stated that we have cut down our read time from 4 ½ to 5 days to about 1 ¼ days. He requested purchasing 50 Radio Read Units and 20 Meters at this time for a total of $ 8,150.00. A motion by Councilman Kelley and second by Vice President Reynolds to approve the purchase of 50 Radio Read Units and 20 Meters in the amount of $ 8,150.00. Roll call showed all in favor, motion carried by unanimous vote.

SOLICITOR’S REPORT: Mr. Grimm state he is still working on the Camp Run Park Road vacation and should have necessary paperwork to present to council as soon as the property is surveyed.
COMMITTEE REPORTS AND RECOMMENDATIONS:
BUILDING AND GROUNDS: No Report
SOLID WASTE COLLECTION/RECYCLING:
GRANT/COMMUNITY DEVELOPMENT: Councilwoman Evans reported
that Monday November 10th will be the last day to comment on the
proposed Hydro-Plant for the Point Marion Lock & Dam. She has
prepared a letter to forward to the Federal Energy Commission with our
issues and concerns with the project. December 4th will be the Holiday
Event for the Mon Valley Program at Fredericktown. The Venture Scout
Program will hold a sign-up meeting at the Firehall at 7:00 PM.
PARK: William Prince will be at the Park Committee Meeting on Wednesday
November 12, 2014 to discuss different programs that might be available
to the Park. Work is continuing on the bathrooms at the Field house.
LIBRARY: No Report
POLICE: No Report
STREETS: Employees have been working on the snow removal equipment and
will be ready for the first snowfall.
UNFINISHED BUSINESS: None
NEW BUSINESS: Mr. Strimel stated that he has had many complaints about the ducks and geese mainly in the North Water Street and North Main Street. We know there is not much we can do to get rid of the wild ducks and geese due to regulations, but could we do something to stop people from feeding them and maybe they will go somewhere else.
ANNOUNCEMENTS: Coffee and Conversation next week. The United Bank is hoisting a food drive to assist our local Food Bank. Any caned or boxed food products can be dropped off at the bank that will be presented to the Food Bank before Thanksgiving.
